We encourage people living with disability, Aboriginal or Torres Strait Islanders, people from culturally and linguistically diverse backgrounds and people with varied education, work and life experience to apply for our courses.

FREE Tuition Fees for Priority Community Services Courses Statement

From June 1, 2021, Tuition Fees will be FREE for students;

  1. who meet the eligibility criteria for Skills First government funding, and
  2. who are enrolling in any of our Priority Community Services courses.

Our Priority Community Services course are defined as nationally accredited courses that include the following four (4) qualifications;

  • Certificate III in Individual Support (CHC33021)
  • Certificate IV in Ageing Support (CHC43015)
  • Certificate IV in Disability Support(CHC43121)
  • Certificate IV in Leisure & Health (CHC43415)
  • Diploma of Community Services (CHC52021)

To be eligible for your Tuition Fees to be FREE, you must meet the eligibility criteria for each nationally accredited qualification you enrol in from the above list. You will still need to provide all relevant and substantiating documentation to verify your eligibility.

Other enrolment fees may apply.

Funding Eligibility Criteria

A. Victorian Government Skills First Program:

Must be an Australian Citizen, Permanent Resident, holder of a Permanent Visa, or a NZ citizen or Permanent Resident, not be enrolled in a total of 2 or more Skills First subsidised training courses (Qualifications or skill sets) at the same time, and not commence a total of 2 or more Skills First subsidised Qualifications or 2 or more Skills First subsidised Skill Sets in the same calendar year. Other criteria applies. Some exemptions to the Skills First Program eligibility criteria apply including, but not limited to; -Asylum Seeker, Refugee and/or Victim of Human Trafficking Scheme can access an exemption to the citizenship/residency requirements.

B. Concession Tuition Fees:

Must be a holder of a current and valid Australian Government issued Health Care Card, Pensioner Concession Card or Veteran’s Gold Card - also known as a Repatriation Health Card – and people who are dependant partners or children of the Health Care Card or Pensioner Concession Card, but not the Veteran’s Card.

C. Skills First Aboriginal Access Fee Waiver:

Individuals who self-identify as being of Aboriginal or Torres Strait Islander descent must not be charged a Tuition Fee, if they meet the criteria for Skills First funding. The fee can only be waived where the Student is personally responsible for the payment of the Tuition Fee. It cannot be accessed where the employer, Job Active provider or another third party is responsible for payment.

No Incentives Policy

Warner Institute is prohibited under the Skills First Program Funding Contract to provide or offer, either directly or indirectly, any financial or non-financial incentives, including in the form of goods, services or rewards to undertake training.
